I have been working in the IT industry for about 35 years. I worked as an IT manager "CIO" in various institutions and organizations, Apart from that, I also founded my own software and technology companies.
So far, I have both worked and developed various projects in the Banking, Automotive, Retail, Health, Media, Education sectors. For the last 5 years, I have been providing Consultancy Services on Digital Transformation with years of experience in my own consultancy company. Mamoun Besaiso is a senior management professional with 30+ years of all-around experience in diversified fields as well as the provision of short-term technical assistance and consulting services. Assessment & Evaluation:A Solid experience in Project and program evaluation and in running field research (quantitative and qualitative). Experience in Evidence-Based Participatory Evaluation using the OECD/DAC criteria. Conducted external evaluation for numerous projects for EU, UN agencies (UNRWA, UNESCO, UNHCR, UNOPS, UNFPA), DFID, DANIDA, SDC, CARE, Oxfam, SIDA, Save the Children, Diakonia, Bread for the World, AFSC, Terre des hommes (Tdh), Drosos, Welfare Association, and Qatar Charity. TVET & Labour Market:A He has solid experience in the Labour Market and the TVET sector by leading many tasks on this front. He conducted a Skills Deficit Study, a Mapping study of TVET centers, a Market needs assessment and designed a three-year program for TVET intervention in Gaza. He participated in formulating three programs for SDC and the EU. Mr. Besaiso served as a regional consultant for GIZ in Egypt to design and formulate a new TVET project funded by SDC. He participated in developing Employment Strategy and TVET strategy in Gaza and Egypt. He developed five strategies of TVET NGOs, Strategic Plan for Chamber of Commerce, and Strategic Plan for major NGOs. He participated in developing the Strategic Plan for a University and a Municipality. He has a working relationship with the Ministry of Labour, Ministry of Education, TVET centers and Private Sector Associations; Chamber of Commerce, Federation of Industries, Businessmen Association, etc.
Skills Development & Training:A Mr. Besaiso has excellent experience in design, implementation, and management of training programs in different delivery modes where he designed and delivered more than one thousand hours of training. He has experience in curriculum development, Competency Analysis, and Skills Deficit Analysis. He experienced training in various modes; classic room-based training, online training, CD-based self-training, and on-job training using professional procedures in curriculum design and delivery. He is well acquainted with the Competency-Based Training (CBT) methodology. Also, he participated in developing the recent Early Recovery Plan for Gaza Strip. He conducted many interventions in the conflict-prone areas in different sectors. He received training from the World Bank Institute on Disaster Risk Management Framework, safe Cities, Emergency Preparedness, etc. Extensive experience working with CSOs: Good experience in institutional capacity building of CSOs at the strategic and operational levels. He started his career in the IT sector, where he has been involved for more than 40 years, in companies that develop original products such as Teknim, Petaş, Netaş and Alcatel, and continued as the founding partner of the software company called NewNet, which he started in the USA with his two Turkish friends in 1988. After the company, which is a global leader in systems, was acquired by a NASDAQ company in 1997, he returned to Turkey in 2000, when Telenity, of which he was one of the founders in the USA, acquired the Turkish company Telsoft and moved its activities to Istanbul, where he currently serves as the CEO of the company. is on duty.

Ömer Haksever was born in 1989 in Istanbul. Haksever graduated from the Department of Accounting at Etiler Commerce High School. He completed his education at Kocaeli University Izmit Vocational School and then NYLC in New York. He completed his master's degree from the Department of Audit at Beykent University with the thesis "Quality Assurance Systems Applications in the Turkish Independent Auditing Sector". He completed his doctorate with the "Strategic Planning, Budgeting and Management Reporting in Businesses" thesis from Istanbul Commerce University. He has written a book on Budgeting in Businesses and Reporting to Management to determine the institutionalization, growth, globalization and vision of companies in Turkiye. He has articles published in various journals.
Haksever started his professional career in 2010 and took various positions in national/international companies in different sectors, especially in accounting, finance, auditing, budgeting and reporting. He finally led his private sector career as a Group CFO at SHIMANO. He became a CPA in 2015 and was elected the youngest CPA in Istanbul. He has also certified the title of Expert at Financial Report.
